The document (Reg. No. 2664), particularly, suggests:
secure additional guarantees of implementing principles of elections’ generality and secrecy of the vote, rights of citizens for participation in the electoral process, including election campaign;
improve legal status of official observers, give them the status of subjects of electoral process, and also expand the list of their rights, which will promote more efficient fulfillment of their obligations;
change the procedure of forming territorial electoral commissions, and change the way of appointing their management;
actualize the procedure of counting votes on electoral districts, establishment of results of the vote and results of elections, signing respective protocols of electoral commissions, etc;
increase general term of appeals of decisions, actions or inactivity of electoral commissions from two to five days.
