As was mentioned during the Committee’s meeting, “the main drawbacks in the activity of the National Council in the course of this year (both reflected and not in the report) are as follows:
an attempt to mislead the Verkhovna Rada of Ukraine regarding real coverage of digital TV signal;
indifference to the future of 130 television broadcasters, who despite of valid licenses are in the danger of being switched off;
creation of obstacles for re-broadcasting of programs originating from member states of European Convention on Transfrontier Television, etc.”
Committee members stressed also that in terms of structure and content the report formally corresponds to the requirements of article 16 of the Law “On the National Television and Radio Broadcasting Council of Ukraine”, however, “information provided in the report is incomplete and lacks objective analysis of market situation.”Committee members believe that the National Council failed to settle problems connected with introduction of digital broadcasting during the accounting period.
Following the results of discussion, the Committee took the decision to recommend the Verkhovna Rada of Ukraine not to approve the report of the National Council for the period of 2013, basing on part five of article 16 of the Law “On the National Television and Radio Broadcasting Council of Ukraine” and pass a no-confidence motion against it.
The Committee Chair Mykola Tomenko informed that part of members of the National Council have already written letters of resignation. He called on to “the soonest possible settlement of the issue of appointing new composition of the regulatory body.”
