As it was mentioned during the discussion, the document (Reg. No. 3651) suggests introduce a mechanism of implementing foster form of children’s upbringing determined by the Family Code of Ukraine, as well as stipulate measures of state assistance of children in families of foster carers by amending several legislative acts of Ukraine.
According to the bill, all actions regarding a child in difficult circumstances should be forwarded at protection of children’s rights and interests, at elimination of risks and insurance of secure conditions for their support and upbringing in a family or in conditions most closely resembling family ones, at provision of children and their families with a complex of necessary services and social assistance determined by the legislation.
The bill also includes a provision according to which, if in case of complicated life circumstances a child temporarily does not live or can not live with their parents, children’s upbringing may be carried out by relatives, friends, foster parents; centres of social and psychological rehabilitation of children, children asylums of offices of children's services, other special institutions for children (regardless of subject of ownership right and subordination), where there are proper conditions for living, upbringing and rehabilitation of children in accordance with their requirements.
One of the bill’s authors, people’s deputy Mykola Zhuk drew everyone’s attention to the fact that suggested proposals are aimed at prevention of social orphanhood and insurance of every child’s right to be brought up in a family.
