Committee members noted that introduction of legislative provisions for functioning of the system of inclusive education in preschool educational establishments will secure access of children with special educational needs to receiving qualitative preschool education and will also make it easier for parents or persons who substitute them to settle a number of complicated issues which they face today when choosing the preschool educational establishment.
The Committee has also recommended the Parliament to adopt as a basis the draft law on amendments to the Law “On Education” regarding peculiarities of access of the disabled to education services (Reg. No. 3350) that aims at settling the issue of access of the disabled persons to education services in educational institutions.
Committee members believe that adoption of the bill will allow implement the whole complex of measures on improving access of the disabled to education services.
In the course of the meeting, the people’s deputies also stood for adoption of the draft law on supplementing article 45 of the Housing Code of the Ukrainian USSR (re securing the right of pedagogical staff of preschool and out-of-school educational institutions to priority for housing) (Reg. No. 2344a).
Committee members noted that adoption of the bill will grant educators and other pedagogical personnel the possibility to implement their rights to social guarantees, provided by the Law “On Education” in full.
