During the meeting on December 5, the Committee members expressed concern with “cases of cruel treatment of people and mass violation of human rights during dispersal of peaceful assembly on November 30 – December 1, 2013, as well as during pretrial investigation and operational search actions against detainees and victims of these events.”         

Having heard the information of Deputy Prosecutor General of Ukraine Yurii Udartsov, Prosecutor of Kyiv Mykola Beskyshkyi, Deputy Chairman of the Investigation Department of the Ministry of Internal Affairs of Ukraine Main Office in Kyiv Oleh Sheremet, Ombudsman Valeriia Lutkovska, as well as of representatives of persons detained for participation in protest actions, the Committee adopted such decisions:     

“1. To control the course of investigation of criminal cases opened based on events happening on November 30 and December 1, 2013 concerning observance of rights of persons detained for participation in these actions.

2. To submit questions of people’s deputies – Committee members – particularly regarding legitimacy of forming special forces of the Ministry of Internal Affairs of Ukraine “Berkut”, and its involvement in termination of peaceful actions, to the Ministry of Internal Affairs of Ukraine and to the General Prosecutor’s Office of Ukraine in order to receive a comprehensive answer to which the Committee will react.           

3. To determine representatives who will visit places of detention (particularly pre-trial detention center) in order to monitor the observance of human rights.  

4. To analyse information received at the meeting from law-enforcement bodies and focus efforts on activating by them objective and unbiased investigation of all criminal cases.  

5. To forward to the General Prosecutor’s Office materials publicized during the Committee meeting and demand a proper and rapid response to them.

6. To recognize the work of law-enforcement bodies as of December 5, 2013 regarding investigation of criminal cases as insufficient.”
