The bill (Reg. No. 2379) suggests establish moratorium on licensing economic activity of issuance and conduction of lotteries before the law on gambling, regulating activity of organization and conducting gambling, including lotteries, comes into force. Moreover, it is suggested to recognize the Law ‘On State Lotteries in Ukraine’ as void.
During the discussion, the Committee members voiced several remarks to the bill. The opinions of the Central Scientific Experts Office of the Verkhovna Rada Secretariat were stressed on.
According to experts, a more efficient way of settling this issue will be improvement of state control over activity of lotteries operators as it was suggested by other bills on this issue (No. 2299, No. 2299-1, No. 2299-2, No. 2299-д, etc.).
