The bill (Reg. No. 3323) was elaborated in order to increase qualification of local self-government officials.
Particularly, it is suggested supplement clause 20 of part one of article 91 of the Budget Code.
It was noted that the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat deems the given legislative initiative to be a disputable one. However, the people’s deputies stressed that there are no remarks in the opinion of the Secretariat that would pertain to contradictions to the provisions of the Constitution.
