It was stated during the Committee meeting that the bill (Reg. No. 3041, refined) was elaborated in order to regulate activity aimed at artificial change of atmospheric phenomena for commercial purposes leading to negative developments.
Particularly, it is suggested to amend article 16 of the Law “On Protection of Atmospheric Air.” It is suggested impose criminal liability for violation of the order of performing activity aimed at artificial change of the state of atmosphere and atmospheric phenomena by excluding article 78-1 from the Code of Ukraine on Administrative Infringements and by introducing a new article 241-1 to the Criminal Code.
It was stressed during the meeting that the refined bill includes remarks of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat expressed on September 18, 2013.
At the same time, several suggestions were voiced. It is suggested to supplement article 16 of the Law “On Protection of Atmospheric Air” with new chapters.
