The bill (Reg. No. 3351) suggests establish main requirements for houses, buildings, structures, linear facilities of engineering and transport infrastructure, as well as establish procedures of technical approbation and declaration of building products and structures during the whole life cycle, taking into account demolition and utilization, and procedures of technical approbation of building products in order to place them on the market.

As it was mentioned during the discussion, the bill reflects existing in the EU organizational structure of system of providing technical approbation in construction.

Participants of the meeting stressed that such system will work on market principles: authorized technical approbation bodies work in the competitive environment; a customer chooses authorized technical approbation bodies and concludes an agreement with them. Authorized technical approbation bodies by defining level or class of a building product, conclude an agreement with the secretariat of the Commission on technical regulation in construction.

The Committee members upheld the bill, adoption of which will help regulate public relations of economic entities in the process of conducting technical approbation of building products, as well as improve consumer right protection.
