During the meeting on November 19, members of the working group
scrutinized the proposals of the Chairman of the Committee on Human Rights, National Minorities and International
Relations V.Patzkan, which he has referred during the previous meeting on behalf
of the public human rights organizations. Under the proposals, it was suggested
amend several legislative acts regarding treatment of the convicted
abroad. The working group Chair H.Vasylyev noted that none of the bills were taken as a basis and the working group will consider all of them, as well as the proposals of public human rights organizations.
Members of the working group that represent opposing factions did not agree with the Chairman of the working group and suggested further continue article-by-article consideration of the bill registered under No. 3599.
After discussion, members of the working group returned to consideration
of proposals of the Party of Regions representatives to the bill No. 3599. In particular, three proposals of the people’s deputy I.Bohoslovska were considered.
Members of the working group have unanimously upheld the suggestion to stop consideration of proposals to the Criminal Code, suggested in the bill, and start consideration of other proposals to the Criminal Procedure and Criminal Executive Codes with consideration of suggestions of the human rights organizations.
People’s deputies continued debates on the term of treatment.
They upheld the suggestion in regard to mandatory specification of the term during which the convicted person shall stay on treatment abroad.
Next meeting of the working group is scheduled for November 20.
