During the meeting of the working group on November 18, members of the group started clause-by-clause consideration of the bill (Reg. No. 3599). In particular, the people’s deputies scrutinized remarks pertaining to specifications to several additional characteristics of a serious illness and conditions of its treatment and to the opinion on which the Ukrainian court should rely on when taking the decision on sending a convicted for treatment abroad, etc.    

Representatives of opposition suggested count one day of treatment as one day of punishment. 

Representatives of the Party of Regions noted that in the course of treatment, a person will actually stay free, which cannot be treated as a serving a sentence. “This will be not a release but a break in serving a sentence for treatment beyond the borders of Ukraine,” they stressed. 

Representatives of opposing factions agreed with such formulation.

All members of the working group upheld the suggestion to include a number of articles of the Criminal Code into the bill. The articles will deprive perpetrators of violent crimes of the possibility to be treated abroad. 

Representatives of the opposing factions agreed and upheld the majority of remarks of the Party of Regions.

The working group has scrutinized and upheld all the proposals on amendments to the Criminal Code that were suggested in the bill.

Members of the working group continue working on the bill.
