The bill (Reg. No. 3066) is aimed at fixing at legislative level legal and organizational basis regarding issue of a permit for the right to buy, keep, carry, transport and use specifically determined types of weapons, means of individual protection and active defence, industrial-purpose explosive materials and also the right to open and operate the objects of their storage or use.

During the discussion, the Committee members voiced several remarks to the bill. Attention was also attached to the opinions of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat.

According to the people’s deputies, supporting documents to the bill should contain a more detailed justification of the necessity to adopt the bill. It also should contain social and economic, legal and other consequences of its practical application as is required by clause 2 of chapter one of article 91 of the Rules of Procedure of the Verkhovna Rada of Ukraine.
