375 people’s deputies registered in the session hall. The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak announced the morning plenary session open.
Volodymyr Rybak congratulated compatriots on the occasion of the 70th liberation anniversary from fascist invaders.
“We separately address you, dear veterans of the Great Patriotic War, the heroes of the battlefield and the rear area. We bow low to you and express our gratitude for the Victory! We are grateful for your unconquerable strength of mind, unshaken courage, self-devotion and great heroism! We wish each of you sound health, peace, well-being and happiness! Glory and honor to you!” said the Chairman of the meeting.
Volodymyr Rybak invited the people’s deputies to take the floor with proposals, announcements, statements and notifications.
The people’s deputy of Ukraine Oleksandr Kuzmuk drew attention of those present to the fact the General Vatutin participated in the military operation for liberation of Kyiv.
The people’s deputy Hryhoriy Zabolotnyi stressed that numerous social problems in regions that are not settled even after the interference of MPs negatively confidence ratings in the Verkhovna Rada.
The people’s deputy Yuriy Mykhalchyshyn noted that “commemorating the bright memory of hundreds of thousands of infantrymen, tank men, gunmen and intelligence men we should keep in mind that the historic truth and justice requires fair assessment of these events”.
The people’s deputy Anatolii Hocharov emphasized that the Ukrainian Government, Parliament and people chose the way of European integration not only as a means of trade cooperation, but as a means of reaching of European living standards. “For this, Ukraine has to secure growth of domestic economy through European labor efficiency,” he said.
The people’s deputies drew attention to the problems in social sphere; pension reform; medical assistance to disabled; and energy independence of the state, etc.
Presiding at the meeting, the First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik announced for consideration the bill on amendments to the Law of Ukraine “On Mandatory State Pension Insurance” (re pensionable service for granting minimum pension).
Following the results of the vote, the bill was rejected. It was decided to submit the bill to the specialized Committee for its preparation for the repeated first hearing.
The bill on amendments to several laws of Ukraine (re guaranteeing the right to a fair pension provision and cancelling certain provisions of the pension reform) was considered next. The people’s deputy Pavlo Rozenko claimed the bill includes systematic approach to settling the issues of pension provision and stipulates amendments to 14 current laws. During the vote, the document was not upheld by the people’s deputies.
The draft law on amendments to the Law of Ukraine “On Mandatory State Pension Insurance” (re pensionable service, conditions for retirement, assigning pension and paying it for the past time) was considered in a session hall. Author of the bill, the people’s deputy Petro Symonenko called everyone for “cancelling the pension reform” by adopting this bill. Following the results of the vote, no proposals were adopted – neither to adopt the bill as a basis nor to refer it for the repeated first hearing.
Next, the Chairman submitted for consideration the bill on amendments to article 15 of the Law of Ukraine “On the Status of War Veterans and Guarantees of their Social Protection” (re social protection of family members of the deceased military men). The document suggests establish from January 1, 2014 monthly allowance for parents, one of the spouses who did not get married again, children who became disabled before attaining majority of military men, partisans, and undergrounders who died (gone missing) during the Great Patriotic War, military actions and conflicts on the territories of other countries. During the vote, the bill was not upheld.
