The bill (Reg. No. 2062a) suggests entitle a consumer with a right to turn the purchased product of improper quality back to the seller, without its mandatory repair (removal of shortcomings). 

In particular, the bill provides the following version of Article 8 (The right of a consumer in case of a purchase of a product of improper quality):

“1. In case shortcomings were discovered during the warranty period the consumer, in the order and within the period established by legislation, has the right to demand:   

1) proportional price decrease;

2) free removal of shortcomings of a product within a reasonable time;   

3) compensation of expenses for removal of shortcomings;

4) annulment of the agreement and refunding;

5) change of goods for the equal or analogous ones from among the available”.
