The Agreement establishes the order of import and export of the special cargo from the territory of the Agreement member-states; the order of crossing the state border of the Agreement member-states during the transportation of nuclear materials; competent authorities in charge of implementation of this Agreement; conditions for transporting special cargo; issue on the liability for loss of special cargo and nuclear damage caused by a nuclear accident that happened when transporting special cargo; the order of damage control and recovery; dispute resolution as a result of accidents, etc.       

According to the Agreement, the Parties cooperate in order to secure transportation of fresh and spent fuel, other nuclear materials that refer to the nuclear fuel cycle, natural uranium, radioactive materials that were formed as a result of recycling spent nuclear fuel, as well as empty shipping packaging sets for such materials, from the territory of the Russian Federation to Hungary and from Hungary to the Russian Federation through the territory of Ukraine.      

The Committee members claimed that ratification of the Agreement would create proper legal foundation for transporting nuclear materials between the Russian Federation and Hungary through the territory of Ukraine, determine clear mechanisms for cooperation of competent authorities of these countries at all stages of transporting special cargo, settle issues of nuclear and radiation safety, as well as physical protection when transporting nuclear materials. 

The respective bill was registered under No. 0025.
