The Committee on Social Policy and Labour recommends that the Verkhovna Rada should adopt as a basis the draft law on amendments to article 23 of the Law “On Compulsory State Social Unemployment Insurance” (re minimum social guarantees for the payment of unemployment benefits)

The bill (Reg. No. 2232a) suggests establish minimum guarantees in case of unemployment for insured persons at a level not lower than minimum wage for able-bodied persons, and establish guarantees for uninsured persons and for those seeking employment for the first time in an amount of not lower than established by the Ukrainian Obligatory State Social Insurance Fund for Unemployment Cases.

The Committee’s members think that adoption of this bill will help create new opportunities for legislative consolidation of the constitutional norm regarding establishing minimum guarantees in case of unemployment for insured persons at a level not lower than minimum wage for able-bodied persons, reducing unemployment in Ukraine and regulating problems that arose as a result of providing assistance to the unemployed.
