During the discussion of the bill, referred by the President of Ukraine and registered under No. 2522 “On amendments to the Constitution of Ukraine re strengthening guarantees of judges’ independence”, Volodymyr Rybak stressed that the constitutional majority of the people’s deputies has voted for it on July, 4 this year. “All of the factions have voted,” he noted.
Thereat, not all of the political forces agreed to uphold the bill after it was considered by the Venice Commission. “Three factions have signed the document, stating that they will not vote for this law,” he added, stressing that the way out should be found.
Having heard the proposals of different parties – the Administration of the President of Ukraine, the Ministry of Justice, chief judges, and the people’s deputies, Volodymyr Rybak noted that “imperfect law cannot be enacted and the whole year will be needed to elaborate an absolutely new one”. Thus, according to him, this bill will be put to vote in the session hall on October 10, 2013, according to the agenda. “We will take the decision tomorrow,” he stressed.
