The bill (Reg. No. 2986) suggests amend section IV Procedure of Formation of Fund Monetary Resources of the Law “On the Deposit Guarantee System of Sole Proprietors” by excluding from article 20 the provision that establishes mechanism of lending Funds’ staff within the scope of the expenditure estimate approved by the Fund’s Administrative Council, and in the order stipulated by the regulatory legal acts of the Fund.
It was noted that the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat deems the draft law might be adopted as a basis. Thereat, experts concluded that exclusion of this provision from the applicable legislation should accompany with the respective amendments to clause 2 of part two of article 16.
Committee members attached attention to the fact that the Cabinet of Ministers does not uphold the bill and “deems implementation of the suggested amendments to cause violation of social rights of the Funds’ staff, due to lack of additional funding sources”.
