The Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation thinks that the draft law on amendments to the Budget Code of Ukraine re increase in environmental tax revenues to local budgets requires refinement

The bill (Reg. No. 3169) suggests amend clause 10 of part 2 of article 69 and chapter VI of “Final and Transitional Provisions” of the Budget Code, according to which, since 2013 the amount of environmental tax revenues to a special fund of local budgets should not be decreased.

The people’s deputies noted the necessity to increase financial possibilities of the local executive authorities regarding the implementation of environmental protection measures and supported the respective bills. At the same time, the Committee stresses the fact of directing environmental tax revenues coming to the account of the National Fund for Environmental Protection, to the financial support of targeted projects of enterprise ecological modernization and unacceptability of contravention of the principle “the pollutant pays”.
