The bill (Reg. No. 2611a) suggests introduce of a fee on manufacturers and importers of packaging and goods in the packaging for recycling of solid domestic waste.
During the discussion, the Committee members noted that when introducing a fee for package, not only its size, but also minimum norms of recycling and disposal of the package waste, as it is established in the EU Directive “On Packaging and Packaging Waste”, should be determined.
According to the people’s deputies, the drawback of the bill lies in absence of the procedure of purpose use and control over the received tax levies. The bill does not stipulate the obligations of manufacturers, importers of the packaging and goods in the packaging, and processing companies regarding the fulfillment of packaging waste recycling norms, determined by the EU Directive “On Packaging and Packaging Waste”.
