The bill (Reg. No. 2936) suggests consolidate the mechanism of ensuring interests of local communities, the territory of which includes sites of subsurface resources that are transferred for use according to the production sharing agreement on a legislative level, by their participation in the process of concluding the production sharing agreement, by risk insurance from negative ecological consequences for local communities, and by fixing the minimum level of state share of extracted production that should be used for the development of respective territories.
The current Law is suggested to be supplemented with new provisions and new article 9-1.
Considerable conditions of the social and economic cooperation agreement are: names of the Parties to the agreement and their requisites; stages of the programme implementation; terms of the programme carrying out; order of funding of the programme implementation; order of control over the programme implementation; responsibility of the Parties; order of resolving the disputes.
