The meeting was attended by the researcher of Amnesty International Heza McGill, the Coordinator of Amnesty International in Ukraine and South Caucasus Max Tucker and the Campaign Coordinator for Amnesty International Ukraine Zorian Kis. 

The representatives of Amnesty International informed members of the Committee about their long lasting work in Ukraine, paying attention the violation of human rights by the police officers; they also stressed that there are no efficient mechanisms for consideration of complaints against police officers in Ukraine.

Heza McGill said that Amnesty International is ready to provide expert opinions on the new draft law “On the Prosecutor’s Office” and also is ready to assist in preparation of the draft law on the State Bureau of Investigation.

Max Tucker stressed that while adopting the laws on the Prosecutor’s Office and the State Bureau of Investigation, it is important to avoid mistakes and not allow formation of another Prosecutor’s Office under the guise of the State Bureau of Investigation.

The Subcommittee Chairman V.Mysyk informed the representatives of Amnesty International about the Committee’s attention to the issues of the observance of the human rights and freedoms in the activity of law enforcement authorities of Ukraine. He justified the necessity of preserving the function of the Prosecutor’s Office of Ukraine to supervise the observance of rights and freedoms of man and citizen. Te Prosecutor’s Office of Ukraine can protect citizens and law-abiding businessmen efficiently and free of charge.

V.Mysyk draw attention to the fact that in Ukraine there are over 100 supervisory authorities, some of them have the right to call citizens to administrative account; also to suspend the operation of the enterprises. According to him, deprivation the Prosecutor’s Office of the supervising function will deprive tens of millions of citizens and thousands of businessmen of legal protection.

According to the people’s deputy S.Sas, the provisions of the new laws “On the Prosecutor’s Office” and “On the State Bureau of Investigation” should fully comply with the European standards; any violations, attempts not to follow the recommendations of the Venice Commission, aim at preserving old politicized and repressive system of the law enforcement bodies.
