The document (Reg. No. 3100) suggests decree that agreement on charitable donation of currency values, that exceeds fifty personal exemptions of citizens, is concluded in written form and is subject to notarization.
The Chairman of the Committee Vyacheslav Kyrylenko noted that legal procedures, the bill stipulates to enforce, complicate the work of charitable organizations. “Any contribution for more than UAH 850 requires notarization,” said Vyacheslav Kyrylenko.
Characterizing this draft law, participants of the meeting noted that its adoption will lead to negative social consequences, not just for the Ukrainian society but for the development of charity in Ukraine.
It was also
stressed that in case the
document is adopted, there will be limited opportunities for applying up-to-date
and transparent methods of active attraction of charitable donations,
particularly in the sphere of “on-line charity”. The document is particularly
threatening for the sphere of providing services to the persons with disabilities, homeless,
people with HIV and other socially vulnerable population strata.
Following the results of the discussion, the Committee members decided to recommend that the Verkhovna Rada should reject the bill.
