The bill (Reg. No. 2968) aims at comprehensive settlement of legal relations connected with establishment and use of artificial land plots on water objects within seaport aquatoriums and at strengthening legal and organizational basis for construction.
Committee members made a number of remarks to the bill. Attention was focused of the opinion of the Central Scientific experts Office of the Verkhovna Rada of Ukraine Secretariat. Experts believe that the bill lacks independent subject of legislative regulation, necessary for adoption of a separate law, dedicated to arrangement of social relations arising in the process of establishment of artificial land plots.
It was noted also that the bill contains significant technical legal flaws.
