In particular, the bill on amendments to several laws re civil participation in creation and realization of the state policy, and solving local issues (Reg. No. 0866) will be prepared for consideration in the second reading.
The document suggests that to provide affective cooperation with community, local self-government bodies and city state administrations should carry out consultations with the community, promote public inspection of their activity, and systematically inform community about its activity, particularly, about preparation, adoptions and implementation of the decisions.
The bill also contains norm, according to which, the issues of labour relations and social protection of citizens should be considered by the local self-government bodies, considering proposals of trade unions.
For coordination of events related to providing consultations with community and promoting implementation of public inspection of local self-government bodies’ activity, it also presupposes creation of public councils and other advisory bodies that will operate on the principles of voluntariness, equality of their members and openness, and which decisions will be mandatory for consideration by the respective bodies of local self-government and their officials.
According to the bill, the local state administrations should:
conduct outreach regarding aims, content and procedure of state policy realization on the local level and existing problems in the areas of social life of the administrative-territorial units, their solutions, and prioritizing development perspectives of such areas;
monitor public opinion and reports in the media concerning its activities to respond to criticism.
The Committee also plans to prepare for the second reading the bill on amendments to several legislative acts in connection with the adoption of the Law “On State Service” (Reg. No. 0871) that, particularly, suggests identifying peculiarities of the disciplinary responsibility of the diplomatic service, grounds for termination of service, etc.
It is also planned to consider the bills in order of their preparation for the first reading and a range of resolutions on local elections; the visiting meeting of the Committee, the Committee’s hearing and the round table discussion of topical issues under the competence of the Committee.
