During February-July, the Committee directed main efforts on proving construction industry and housing and communal servicing, improving current legislation on regional policy, economic development of regions, planning and development of areas; land relations.
The Verkhovna Rada of Ukraine adopted in entirety the Law “On Amendments to the Final Provisions of the Law “On the Regulation of Urban Development” (re postponing the ban on land allocation) (Reg. No. 2363-1) and adopted as a basis the draft law on amendments to article 40 of the Law “On regulation of town planning” (re implementation of national project “Technopolis”) (Reg. No. 2504).
The Committee wrote a submission to the Verkhovna Rada to adopt in the second reading and in entirety the draft law on energy efficiency of residential and public buildings (Reg. No. 0856).
The Committee recommends that the Verkhovna Rada should adopt in the first reading and in entirety the draft laws: on amendments to article 1 of the Law “On Realization of Housing Rights of Residents of Dormitory Accomodations" (re extending the rights for housing on military personnel, members of the Armed Forces of Ukraine and the Ministry of Internal Affairs of Ukraine) (Reg. No. 1016); on imposing moratorium on mandatory sale of dwelling (Reg. No. 1043); on imposing moratorium on mandatory sale of dwelling for housing and communal services debts (Reg. No. 1083); on amendments to article 45 of the Housing Code of Ukrainian SSR re primarily provision of teachers and teaching staff of higher education establishments with housing (Reg. No. 1135); on amendments to several legislative acts of Ukraine (re National Military Memorial Cemetery “National Soldier's Pantheon”) (Reg. No. 2154).
During the second session, the Committee held hearings where it considered: problematic issues of the realization of the Law “On peculiarities of transfer to the lease or concession of central heating, water supply and sanitation facilities of communal property” (20 March 2013) and forming state housing policy (17 April 2013).
On 24 May 2013, the Committee held a round table discussion entitled: “On preparation of the draft law on the fundamental principles of housing policy.”
During February-June, the Committee considered 1398 letters and applications of citizens.
According to the information of the Committee secretariat, 45 bills are prepared for consideration during the third session.
The Committee is also preparing 53 bills headed by other committees.
During the third session, the Committee plans hearing on legislation re municipal solid waste and on improvement of legislation re residential rights of the dormitory accommodations residents.
The Committee also plans to hold a round table discussion to consider the issue “On improvement of system of urban planning documentation and regulating of land relations in population centers.”
Consideration of issues in order of control is also planned.
During a
visiting meeting, the Committee is to consider and issues of improvement of
legislative basis for stimulating development of regions (re development of
depressive territories).
