The Committee has competence and plans to prepare the draft law on ratification of the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (Reg. No. 0031). Ratification of the Convention and its further implementation shall testify readiness of Ukraine to promote protection of cultural heritage, cultural variety and modern art, as well as development of knowledge in the sphere of cultural heritage and adherence to all commitments and obligations arising form Ukraine’s membership in the Council of Europe.
Apart from this, the Committee has competence and plans to prepare the draft law on amendments to article 11 of the Law “On the Principles of Internal and Foreign Policy” (re affirmation of Ukraine’s euro-integrational aspirations and conclusion of the EU-Ukraine Association Agreement” (Reg. No. 2192a). The bill suggests amend the Law “On the Principles of Internal and Foreign Policy” in order to prohibit Ukraine participate in any international and supranational unions (particularly, in the Customs Union and the Common Economic Space), membership in which can, according to the subject of legislative initiative, contradict political and economic integration of Ukraine into the European Union.
The Committee intends to consider a great majority of bills and to refer its proposals to the committees having competence over them.
The issue of investment cooperation of Ukraine with the EU (regional aspect) is planned to be considered during the offsite session of the Committee.
In the procedure of control over fulfillment of laws, decrees of the Verkhovna Rada and its own decisions, the Committee members plan to consider the issue of fulfillment of criteria pertaining to conclusion of the EU-Ukraine Association Agreement; fulfillment of the National Program of adaptation of Ukraine’s legislation to the EU legislation; and cooperation between Ukraine and the European Union in the visa sphere.
It is planned to consider the issue of “Visa-free regime between Ukraine and the EU: prospects and new possibilities for Ukrainian citizens” during the parliamentary hearings and to hold committee hearings in regard to problems of protection of labour and other rights of the Ukrainian citizens in the EU and the necessity of conclusion of the respective international agreements, etc.
It is also planned to hold conferences, workshops, round table discussions and other events involving Committee.
