The bill (Reg. No. 2247a) suggests amend qualification criteria, established by the customer while making procurement at the cost of the state. In particular, the customer can establish qualification criteria in regard to whether the participant of procurement has “equipment and material and technical base” merely and not demanding presence of “his/her own productive capacities and / or service centers in Ukraine”, as stipulated by the existing requirements of part 2 of article 16 of the Law “On State Procurement”.
