The bill (Reg. No. 2109a) aims at establishing legal procedure for environmental impact assessment and ensuring implementation of provisions of the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) and that of the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention).

In the process of discussion Committee members made several remarks to the bill.
