The bill (Reg. No. 2168a) suggests grant bodies of local self-government the right to independently and more effectively use means of local environmental funds channeling them for improving living conditions of people living on contaminated territories.

Upholding the necessity to expand authorities of local self-government, the Committee members made a number of remarks to the bill.
