The bill (Reg. No. 2186) extends the jurisdiction of administrative courts over public disputes of natural and legal persons with subjects of power in regard to establishing presence or absence of competence (authority) of subjects of government authority.
It was noted that under the Constitution of Ukraine, the Verkhovna Rada is authorized to adopt laws pertaining to the jurisdiction of administrative courts.
The people’s deputies stressed that the Constitution of Ukraine guarantees everyone judicial remedy within constitutional, civil, economic, administrative and criminal proceedings of Ukraine and, thus, provisions of the procedural law cannot restrict the right to judicial protection.
