The bill (Reg. No. 2485) suggests determine organizational and legal basis for establishment and activity of board of trustees and state guarantees securing their functioning.
In particular, it is suggested determine that board of trustees is a body of local self-government, established in order to involve community in solving tasks of cultural, educational, scientific, health care, as well as physical training and sports institutions and in order to promote establishment of proper condition of their functioning.
Under the bill, board of trustees should function on the principles of lawfulness; self-government; publicity; equal rights of all members; priority of human rights; promoting assertion of humanistic ideas, as well as high moral standards in social life and collegiality of the decisions taken, etc.
The bill determines main tasks of board of trustees.
People’s deputies, authors of the bill, B.Deich, V.Dzoz and O.Netetska believe that adoption of the bill will ensure participation of community in determining and implementing state policy in the sphere of culture, education, science, health care, physical training and sports and will allow exercise public control over their functioning.
