The bill (Reg. No. 2349) suggests amendments to the applicable legislation re liquidation of the Higher Administrative Court of Ukraine, as a court of cassation.
The parliamentarians stressed that creating and liquidating courts is not within the competence of the Verkhovna Rada.
According to article 124 of the Constitution of Ukraine, justice in Ukraine is administered exclusively by the courts.
The Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat deems the bill does correspond to the provisions of the Constitution of Ukraine and contains legally inappropriate provisions. It also recommends withdrawing the bill.
