The bill (Reg. No. 2105a) was elaborated in order to bring the legislative basis of the state in line with the provisions of International Convention on the Harmonised Commodity Description and Coding System, to which Ukraine has acceded by establishing the Customs tariff.
It was noted that the existing Customs Tariff of Ukraine was based on the Harmonised Commodity Description and Coding System of 2007, while the majority of countries of the world, particularly the CIS and the European Community member states use the Harmonised Commodity Description and Coding System of 2012.
The bill was refined with consideration of suggestions of the Ministry of Industrial Policy, the Administration of the President of Ukraine and the Secretariat of the Cabinet of Ministers.
It was noted that the draft law requires detailed justification for raising of import duty rates on separate goods in the part of influence on inflation processes, meeting the needs of domestic enterprises, as well as financial state and change of taxpaying ability.
