Having heard the information of the Ministry off Social Policy and other central bodies of executive power, people’s deputies noted that the law adopted on January 12, 2012 establishes conditions for organizing blue-collar occupation education, which includes primary professional training, requalification, and improvement of employees’ qualification.
According to the information provided by the Ministry of Science and Education, preparation of employees for all branches of economy is carried out by 987 technical vocational institutions, including 863 – directly subordinated to the Ministry of Science and Education; 75 – at penitentiary institutions; and 49 structural units of higher and other educational establishments.
People’s deputies noted that 10 most shortage professions, suggested by the Employer’s Federation of Ukraine, were included when forming government order for professional training of regular labor force in 2012-2013. Government order for professional training of regular labor force in technical vocational institutions amounted to 193 thousands of people.
Employers suggest first of all amend applicable legislation in order to bring its provisions in line with the laws “On Employees’ Organizations, their Associations, Rights and Guarantees of Activity” and “On Population Employment”.
Committee members noted that the issue of performance evaluation requires settlement.
Overall, it was noted that introduction of the law did not significantly influence the structure of population employment, where the part of unskilled workforce equals to 23 per cent.
Following the results of discussion, the decision was taken to accelerate consideration of the draft law on amendments to article 140 of the Tax Code of Ukraine regarding peculiarities of determining double-purpose expenditures.
Committee members believe that the government should elaborate and submit for consideration by the Verkhovna Rada the draft law on amendments to the Law “On Professional Development of Employees”.
The Committee recommends also that the parties to social dialogue should take measures to establish proper conditions for professional development of employees.
