On Thursday, Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Koshulynskyi met with the Delegation of the Budgetary Committee of the Chamber of Deputies of the Parliament of the Czech Republic headed by the Committee Chairman Pawel Sukhanek.

In the course of conversation, parliament members have discussed political situation in both countries and exchanged parliamentary experience, particularly, in the part of election legislation.

Speaking of the course of election campaigns in Ukraine, R.Koshulynskyi noted significant increase of political culture among voters. “The analysis of the latter election campaigns allows state that the level of political culture of Ukrainians increases,” he said.

Parliamentarians focused on the issue of financial relations between central and local budgets of Ukraine and the Czech Republic.

Having outlined the situation in Ukraine, R.Koshulynskyi said that despite local self-government is guaranteed by the Constitution, there are still problems with its full-fledged development. 

R.Koshulynskyi explained that this is first of all connected with the necessity to provide local self-government with greater financial independence. “As of today, the architecture of the main financial law of Ukraine reminds of ‘reversed financial triangle’ in which bodies of local authorities are at the bottom,” noted the Deputy Chairman of the Verkhovna Rada. 

“This results in the inability of local authorities to independently exercise their functions,” added politician. According to him, the problem is that the State Treasury Service can independently detain transition of funds and there is practically no punishment for such detention, or non-holding of transactions, as a result, local budgets are insolvent. Ruslan Koshulynskyi is convinced that the issue of providing local authorities with an alternative to treasury form of maintaining local budgets should be raised today.   

At the end, Deputy Chairman of the Verkhovna Rada of Ukraine thanked the Chairman of the Budget Committee of the Chamber of Deputies of the Parliament of the Czech Republic Pawel Sukhanek for interesting conversation and expressed hope that Ukrainian and Czech relations “that have always been enough warm shall remain that good and sincere”.
