Particularly, the draft law on prohibition of wholesale trade, accept for commission trade, used textiles, clothes and shoes (Reg. No. 2320). The bill suggests prohibit economic entities carry out activity connected with wholesale trade, accept for commission trade, used textile, clothes and shoes.
The Committee Chairperson Oleksandra Kuzhel stressed the importance of comprehensive solution of light industry problems. “Prohibition on second-hand import is the easiest, but ineffective measure. Prohibition has never promoted development. Confrontation and counter-action is inadmissible in this important issue. Only active dialogue and cooperation of all interested parties can promote comprehensive settlement of the problem,” stressed O.Kuzhel.
People’s deputies stressed that introduction of the suggested prohibition contradicts general principles of management in Ukraine, stipulated by article 6 of the Commercial Code.
Committee members believe also that the submitted legislative initiative requires justification with respect to its compliance with the requirements of article XX of the General Agreement on Tariffs and Trade of 1194.
Following the results of discussion, the decision was taken to recommend the Parliament recommit the bill.
Committee members considered also the situation regarding introduction and implementation of registrar of payment transactions (RPT).
It was decided to prepare and submit for consideration by the Parliament the following bills:
on postponing application of sanctions for non-submission of report on the use of registrar of payment transactions to the taxation bodies from 01/07/2013 to 01/07/2014;
on prolongation of activities of economic entities as bases on the earlier purchased registrars of payment transactions till termination of their employment.
