The bill (Reg. No. 2483) suggests introducing new concepts into the terminology of national legislation, in particular, “cyber security” and “cyber space”.  

Under the bill, “cyber security is the state of security of vital interests of a human and citizen, as well as of a society and the state in cyber space;

Cyber space is an environment arising in the result of functioning of informational, telecommunicational, and information-telecommunicational systems on the basis of single principles and under general rules”.

The aim of adoption of the bill lies in forming state policy in the sphere of ensuring cyber security of Ukraine; determining main real and potential threats to national security of Ukraine of cyber nature and also determining main directions of state policy and main functions of subjects providing national security in this sphere.    

Having discussed the bill, Committee members noted that the suggested novelties do not correspond to the requirements of legislative techniques and the abovementioned terms lack specific legal content, which prevents from regulating the respective public relations.  

By the majority of votes (10 – “for” and 2 – “against”), people’s deputies took the decision to recommend the Verkhovna Rada adopt the bill as a basis, entrusting the Committee on National Security and Defence to refine it with consideration of remarks and refer for consideration by the Verkhovna Rada in the second reading.
