The following laws adjusted for the President´s Proposals were adopted:
"On Amendments to Several Legislative Acts of Ukraine regarding Regulation of Legal Relations between the Creditors and Receivers of Financial Services"
The primary purpose of the law (Reg. No.7351) is to improve normative regulation to protect the rights of creditors, bank depositors and consumers of financial services and reduce the risk rates in the financial system, as well as the segment of distressed assets in bank portfolios.
The President of Ukraine suggested the following:
correcting the text of amendments to the Criminal Code of Ukraine, excluding the reference to the subject of crime;
changing the reference to "legislation", whereby the guilty person shall bear responsibility, into reference to "the Law."
The following laws were adopted in entirety:
"On the Strength of the Armed Forces of Ukraine for 2012"
The law fixes the strength of the Armed Forces of Ukraine as of December 31, 2012 as 184 000 persons including 139 000 military servicemen.

"On Human Trafficking Counteraction"
The Law sets organizational-legal principles of human trafficking counteraction, fundamentals of the state policy on human trafficking counteraction, authorities of executive power bodies, procedure of granting the status of a victim of human trafficking, and order of assistance to such individuals. The Code of Criminal Procedure of Ukraine, the Laws "On Immigration", "On Social Services" and "On Social Work with Families, Children and Youth" are amended.
The respective bill was registered under Reg. No.8469.
"On Amendments to the Law "On Telecommunications" (regarding Provision of Services of the State Customs Service of Ukraine)
The legislative act includes the State Customs Service to the register of public authorities eligible for priority telecommunication services rendered by the telecommunication services providers to facilitate improvement of the electronic declaration procedure.

"On Amendments to Item 22, Subchapter 2, Chapter XX of the Tax Code of Ukraine" (regarding Extension of Zero Tax Rate on Natural Gas)
Legislative act extends exemption period of using zero rate of value-added tax on operations with natural gas supply (code 2711 21 00 00 in Ukrainian Classification of Goods for Foreign Economic Activity) until December 31, 2012. Under the effective norms of Item 22, Subchapter 2, Chapter XX of the Tax Code of Ukraine the exemption period for such operations lasts from July 1 to October 1 2011.

"On Amendments to Clause 123 of the Family Code of Ukraine" (re Affiliation of the Child born in the Result of Use of Assisted Reproductive Technologies)
The Law clearly defines the concept of marital partners for those entitled to use the assisted reproductive technologies. Thus, marital partners are a male and a female. The document prohibits foreign citizens staying in a same-sex marriage to use the services of surrogate mothers citizens of Ukraine.

"On Ratification of the Protocol to the Partnership and Cooperation Agreement between the European Communities and their Member States, and Ukraine on a Framework Agreement between the European Union and Ukraine on the General Principles for the Participation of Ukraine in Union Programmes"
Protocol comes into effect for Ukraine on the first day of the month after the date when the Parties announce each other via diplomatic channels on fulfillment of procedures necessary for the Protocol enactment.
Ukraine´s representatives will be allowed to take part, as observers and in the matters which concern Ukraine, in the management committees responsible for monitoring the programmes to which Ukraine contributes financially.
Projects and initiatives submitted by participants from Ukraine shall, as far as possible, be subject to the same conditions, rules and procedures pertaining to the programmes concerned as applied to Member States.
The specific terms and conditions, in particular financial contribution and reporting and evaluation procedures, regarding the participation of Ukraine in each particular programme should be determined in a Memorandum of Understanding between the Commission and the competent authorities of Ukraine.
If Ukraine applies for external assistance of the Union to participate in a given Union programme on the basis of Article 3 of Regulation (EC) No 1638/2006 of the European Parliament and of the Council of 24 October 2006 laying down general provisions establishing a European Neighbourhood and Partnership Instrument or pursuant to any similar Regulation providing for external assistance of the Union to Ukraine that may be adopted in the future, the conditions governing the use by Ukraine of external assistance of the Union shall be determined in a financing agreement, respecting in particular Article 20 of Regulation (EC) No 1638/2006.

"On the Legal Status of Foreigners and Stateless Persons" (New Version)
The law presents a new version of the Law "On the Legal Status of Foreigners and Stateless Persons."
The law determines the rights and obligations of foreigners and stateless persons who are staying in Ukraine, and regulates their entry and exit from Ukraine.
Under the law, foreigners and stateless persons who are legally staying in Ukraine have the same rights and freedoms as the citizens of Ukraine, except for the cases envisaged by the Constitution of Ukraine, laws and international agreements of Ukraine.
The bill was registered under Reg. No. 8570.
"On Amendments to Clause 28 of the Law "On Land Management" (re reducing the Term for Land Documentation Registration)
The law supplements part 2 of clause 28 of the Law "On Land Management" with the new item, whereby land documentation shall be developed within the terms fixed by the agreement. However, the maximum term of land documentation drawing up shall not exceed six months since the agreement was concluded.

"On Amendments to the Code of Ukraine on Administrative Infringements to strengthen Responsibility for violating the Laws on Protection of Restricted Data owned by the State"
The law strengthens responsibility for violating the laws on state secret and the procedure of registration, storage and use of documents and other information carriers which include the restricted data owned by the state. The law increases the rates of fines fixed by clauses 212-2 and 212-5 of the Code of Ukraine on Administrative Infringements by 10-20 times.

"On Amendments to the Code of Civil Procedure of Ukraine" (re Securing a Claim by Confession and Implementation of Judgment of the Foreign Court)
The law supplements Clauses 394 and 395 of the Code of Civil Procedure of Ukraine with the provisions which regulate securing a claim by confession and implementation of judgment of the foreign court.
The law amends clauses 394 and 395 of the Code of Civil Procedure of Ukraine, envisaging an opportunity for a claimant to file an application on necessary measures envisaged by the Code to ensure suit and solve the issues according to the regulations established by clauses 151-154 of the Code of Civil Procedure of Ukraine.

"On Amendments to several Legislative Acts of Ukraine" (re Ban on Advertising, Sponsorship and Promotion of Sale of Tobacco Goods)
The Law harmonizes the Laws "On Advertising", "On Action for Prevention and Reduction of Tobacco Goods Consumption and its Negative Influence on the Public Health", and the Code of Ukraine on Administrative Infringements with the WHO Framework Convention on Tobacco Control ratified by The Verkhovna Rada of Ukraine on 15 March 2006.
The document bans any advertising of the tobacco goods, as well as advertising of trade marks, services and other intellectual property assets related to the tobacco goods. It bans the sponsorship of television and radio programs, theatrical and artistic performances, sports and other events with the use of brands of goods, services, and other intellectual property assets related to the tobacco goods, except of advertising in the specialized publications and at the specialized exhibitions. Advertising of any goods or services shall not include the images of tobacco goods or smoking.
"On Amendments to the Code of Administrative Legal Proceedings of Ukraine regarding Peculiarities of Legal Proceedings on Administrative Cases, and Exclusion of Foreigners and Stateless Persons from a Country"
The primary purpose of the Law (Reg. No. 8758) is to streamline exclusion of foreigners and stateless persons from a country by means of shortening the period of legal proceedings on administrative cases on detention and exclusion from a country.
The Law amends clause 256 of the Code of Administrative Legal Proceedings of Ukraine, whereby resolutions on exclusion of a foreigner or a stateless person from a country in part of detention shall be implemented immediately.
"On Identification Documents and Documents certifying Citizenship of Ukraine"
The law regulates legal relations connected with the establishment of a single form, and the procedure of manufacture, issue, exchange, prolongation, sending, withdrawal, temporary return to the state, invalidation and liquidation of the documents certifying citizenship of Ukraine, identifying the person or their special status. The law guarantees realization of constitutional rights for the freedom of movement, free choice of residence in Ukraine, as well as the rights and obligations of the persons.

"On the Parliamentary Hearings "On Reform of the Bodies of Ministry of Internal Affairs of Ukraine, and Implementation of European Standards";
"On Dismissal of P.M.Tkachuk from the Office of Judge of the Constitutional Court of Ukraine";
"On changing the Calculation of Time in the Territory of Ukraine."
15 bills were adopted as a basis.
122 deputies´ inquiries were proclaimed.
A number of documents were recommitted, rejected and withdrawn.
