The Committee organized the conference jointly with the All-Ukrainian Non-Governmental Organization "Institute of Democracy and Social Processes" with the assistance of the Embassy of the Kingdom of Norway in Ukraine.

 

Mykhailo Volynets, Committee Deputy Chairman, delivered a speech, stating that Ukraine could employ energy-saving technologies, using methane in the coal mines, producing and processing brown coal, and processing wood and peat. 

 

Vitalii Shybko, Head of the All-Ukrainian Non-Governmental Organization "Institute of Democracy and Social Processes", briefed on the experience of Norway in energy-saving. He stated that the country focused on the energy saving in the energy intensive industry branches (production of aluminum and ferroalloys), and lowering of electrical energy use for the household needs. Vitalii Shybko informed about the ongoing educational programs on energy-saving and technological development in schools and organizations in charge of maintenance of facilities. 

 

V. Shybko believes that countries experiencing market transformations, Ukraine among them, should share the positive experience of Norway in the regulation of energy efficiency; draft and adopt respective legislative and normative-legal acts to lower energy intensity, enhance competitive ability and facilitate integration into the global economic system.

 

Oleh Dudkin, Committee Secretary, analyzed the legislative framework of the energy-saving sector in Ukraine. Thus, the energy-saving sector is regulated by more than 200 normative-legal acts, 10 Laws, 15 Decrees of the President of Ukraine, 120 resolutions of the Government and other subordinate legislation.

 

O. Dudkin singled out the bills on energy efficiency (Reg. No. 5016), and on efficient use of fuel and energy resources (Reg. No. 6212). He also stated that the Cabinet of Ministers was drafting a bill on this issue to be presently scrutinized in the Committee.
