The bill (Reg. No. 6598) presents a
new version of the applicable Law, harmonizing it with the Law "On the
Licensing System in the Economic Sector" and the requirements of the WTO and
the EU.
By the subject of legal regulation, the bill refers to the sphere of public health, flora and fauna, intellectual property, legislation on companies and competition rules. In the European Union, these relations are regulated by the Council Directives 2002/53/EU concerning the national variety catalogue of agricultural crops, and 2000/29/EU on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community, the International Plant Protection Convention, and the Agreement on Agriculture of 15 April 1994.
The Committee members concluded that provisions of the bill on the register of the sorts of seeds, import and export of seeds and planting stock comply with the European Union legislation.
