The bill (Reg. No.7007) prohibits
advertising of the medicines; sets the terms of licensing the production of
medicines, wholesale and retail trade; determines the authorities of the licensing
state bodies.
The bill amends the Laws "Fundamental Principles of Ukrainian Legislation on Public Health", "On Medicines", "On Licensing of certain Types of Economic Activity", and "On Advertising."
The bill strengthens the governmental control over the quality of produced and imported medicines in the territory of Ukraine by establishing compulsory state supervision over the quality of medicines imported in Ukraine, and compulsory supervision over the production, storage and sale conditions of medicines before issuing a license for this activity.
The People´s Deputies stated that the Fundamental Principles of Ukrainian Legislation on Public Health should be supplemented with the norm providing the right of the state to impose certain restrictions onto several types of business activity.
The Committee members believe that Clause 21 of the Law "On Advertising" should be supplemented with the provisions prohibiting advertising of medicines and restricting advertising of the medicines, dietary foods, functional food and dietary supplements. It strictly determines the conditions when this advertising is not prohibited, and the data to accompany advertising of medicines, dietary foods, functional food and dietary supplements.
