Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for adopting a Single Approach of the CIS Member Nations towards the Drafting of Legislation on Economic Relations

 

 "Economy becomes more and more global, which necessitates development of a unitary legislative framework", V.Lytvyn stated at the press conference in Saint Petersburg, asked about the drafting of model acts on the economic issues at the CIS IPA.   

 

The Head of the Parliament declared that 80% of the legislative basis of the European Union was drafted by the European Parliament. "Thus, law-making, especially in the economic sector, is no longer a prerogative of a single country", he admitted.

 

The Chairman of The Verkhovna Rada of Ukraine stressed that pragmatic goals should not be overlooked by the development of model legislation. "The plans and goals are positive, but they lag behind the theoretical and legislative achievements, as the CIS clearly demonstrates. Declarations and talks are ample, while practical achievements do not suffice", he claimed.

V.Lytvyn called for discussing the model bills to extend the relations within the CIS, the transfrontier cooperation, in particular. He reminded that the Inter-Governmental Agreement on the Trans-Regional and Trans-Frontier Cooperation had been signed during the visit of Vladimir Putin, Prime Minister of the Russian Federation. The Chairman of The Verkhovna Rada of Ukraine stated that 49 out of 89 regions of the Russian Federation are trans-frontier, 6 of them bordering on Ukraine.

 

The Head of the Parliament announced that the Inter-Parliamentary Commission on Cooperation between The Verkhovna Rada of Ukraine and the Federation Council of the Russian Federation would focus its work on the legislative support of agreements reached during the visit of V.Putin.

 

Assessing the results of the visit of the Prime Minister of the Russian Federation, V.Lytvyn stated, "I do not assess the effectiveness by the number of the documents adopted, but believe that we should develop a common vision of cooperation." "The resolutions passed should support cooperation in favour of our countries," he declared. "As far as I can judge, the ideological and political misunderstandings have been ruled out, the way for economic cooperation being paved."
