Committee Chairman Viktor Shvets opened the sitting, declaring that traffic safety "becomes a pressing issue". The United Nations Organization was said to have focused on this issue, "adopting the Resolution, whereby the next ten years are declared the ten years of action and traffic safety."   

 

V.Shvets hopes that the First Inter-Parliamentary Meeting in Kyiv in April 2011 will become a source of new decisive and effective initiatives regarding improvement of the legal environment on traffic safety.    

 

The Committee Chairman briefed of the legislative acts connected with the topic, esp. "On Amendments to several Legislative Acts of Ukraine regarding Regulation of Relations on Traffic Safety", "On Safety in Transport", and "On Air Safety."

 

People´s Deputy Oleksandr Skybinetskyi, Head of the Coordination Board of the Traffic Safety Association, stated that traffic safety had become an issue of national security for Ukraine.

 

The parliament member presented the statistical data on the number of road accidents in Ukraine that forced the People´s Deputies to address the President of Ukraine with a request to discuss traffic safety at the sitting of the National Security and Defence Council.

 

People´s Deputy Volodymyr Donchak drew attention to the training of drivers in Ukraine. He admitted that there was no unified system of a high-standard training, like in other countries. He recommends strengthening control over the quality of training.

 

V.Donchak suggested that this matter were put on the agenda of the Inter-Parliamentary Meeting in April 2011.

 

Vasyl Volha, Head of the State Commission of the Financial Services Regulation of Ukraine, singled out three crucial problems of the road safety: lack of financial support, unsatisfactory preventive and educational work, and the national mentality of the Ukrainians.  

Representative of the Global Road Safety Partnership (GRSP) Kathleen Elsig appreciated the initiative of the Ukrainian parliament members as to the organization of the First Inter-Parliamentary Meeting in Kyiv in April 2011. She declared that the international organizations were willing to assist Ukraine in this pursuit and share the respective experience.  

 

The participants of the meeting supported organization of the First Inter-Parliamentary Meeting, and expressed their motions concerning the traffic safety.
