Under the bill, (Reg. No.7241), the public
broadcasting service (PBS) acts for the benefit of the Ukrainian people, interference
of the authorities with its work being prohibited. The supreme governing body
of the PBS is the Board of 15 persons: 9 members appointed by the parliamentary
factions, and 6 members elected by the conference of non-governmental
organizations working in the sphere of media. The public broadcasting service is
managed by the Director General elected by the Board in a public competition
for the period of 3 years.
Advertising in the public broadcasting service is prohibited. The PBS is financed at the expense of the State Budget. The PBS submits its annual report, and is subject to the economic auditing.
The bill was drafted with account for the international standards, applicable legal base and realistic assessment of the situation in Ukraine.
Introduction of the public broadcasting service is one of the obligations of Ukraine to the Council of Europe.
