The document presents the appeal to the President of Ukraine with a request to set up a standing expert working group under the Council of Regions to tackle the issues of the local self-government development, and discuss implementation of the European Local Self-Government Charter and fulfilment of its obligations by Ukraine as the Council of Europe member state at the Council of Regions.
Pursuant to the document, the Verkhovna Rada of Ukraine shall set up a standing expert working group under the Council of Regions to tackle the issues of the local self-government development and implementation of the European Local Self-Government Charter, and scrutinize the issues on ratification of a new legal tool of the Council of Europe in the local self-government and regional democracy sector, i.e. Protocol No 3 to the European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities (СЕТ8 206) and Additional Protocol to the European Charter of Local Self-Government (СЕТ8 207).
According to the recommendations, the Government should study and facilitate implementation of the recommendations presented in the expert conclusion of the Council of Europe "Programme to Strengthen Local Democracy and Support for Local Government Reforms in Ukraine" on the coordination of the national legislation with the principles of the European Local Self-Government Charter, and facilitate fulfillment of the principal tasks of the Utrecht Agenda adopted on the 16th European Council of Ministers, responsible for the local self-government and regional management (November 15-16, 2009, Utrecht).
The document appeals to the Council of Europe, other international organizations with a request to consider consolidation of the financial (technical) assistance to the Government, the Parliament and other bodies of state power in Ukraine to facilitate implementation of the local self-government reform and the regional democracy development in Ukraine.
