The bill (Reg. No.6616) specifies definition of the term ‘standard´, taking into consideration international norms, namely, the Agreement on the Technical Barriers in Trade and Agreement on Technical Barriers in Free Trade Zone. As it was declared, the Agreement defines the standards as voluntary and technical regulations as compulsory norms.

 

Pursuant to the bill, standard "is a document elaborated on the base of consensus and is adopted by the authorized body that implements rules for the common and multiple use, instructions or characteristics regarding the activity or its results including production, processes and services, compliance of which is not compulsory." Hereby, the People´s Deputies emphasised that standard may define the requirements for the packing and marking of goods, process or service and does not implement the requirements for the safety of food stuffs defined by the special sanitary measures.

 

According to the Committee members, adoption of the bill will eliminate non-effective element of the market supervision for the safety of food stuffs that at the present moment are being carried out by the State Standard and actually double the functions of the Ministry of Health Protection.
