The Committee on Social Policy and Labour recommends that The Verkhovna Rada forwards the Bill on Amendments to Clause 2 of the Law "On Temporary Ban on imposing the Penalty for Untimely Payment for Housing and Utility Services" (re Effect of the Law) for Adjustment

The bill (Reg. No.7013) submitted by the Cabinet of Ministers of Ukraine amends the effective Law, terminating it since January 1, 2011. It defines that the fine imposing and recovery for late payment for the housing and utility services will be effected on the sum of the total arrears as of January 1, 2011.

The Committee members believe that adoption of the bill will increase the citizens´ debt in the payment for the housing and utility services, making it impossible for certain categories of debtors to repay the debts. Thus, it may result in the loss of dwelling for this category of citizens.
