The bill (Reg. No.7231) covers the following issues:
fundamental principles of governmental policy in the regulation of emission and absorption of greenhouse gases;
state administration system and authorities of the central executive bodies in this sector;
the order of establishment and functioning of the national system of surveillance, data collection, transfer and processing to estimate and control over the emission of greenhouse gases.
The bill establishes the National inventory and the National registry of anthropogenic emission and absorption of greenhouse gases, and sets legal requirements for the distribution of rights for emission of greenhouse gases and regulation of emission of greenhouse gases.
