The Law determines the specificity of the lease or concession of the central water and heat supply, and water drainage facilities in the municipal ownership.
The Law supplemented part four of clause 6 of the bill with the provision, pursuant to which, "the body in charge of public property management coordinates the competition conditions with the central executive authority body on public utility services" and the sentence: "the central executive authority body on public utility services shall coordinate the competition conditions or give consent to the motivated rejection within 10 days." Rejection in such an agreement is possible exclusively due to the motives of non-correspondence of competition conditions to the legislative requirements.
